The Director shall in performance of official duties have authority to examine any building in which plumbing is installed. When, upon examination, any plumbing or connection thereto in any building or other structure shall be adjudged by the Director to be dangerous to life or health, the Director shall immediately notify the owner, or person in charge of such building or structure, or the owner’s agent, or the occupant thereof to have the same repaired or replaced within ten (10) days thereafter.
