(1) General Prohibitions. No user shall introduce or cause to be introduced into the POTW any pollutant or wastewater which causes pass-through or interference. These general prohibitions and specific prohibitions (listed in Subsection (2) of this Section) apply to all users of the POTW whether or not they are subject to categorical pretreatment standards or any other national, State, or local pretreatment standards or requirements.

(2) Specific Prohibitions. No user shall introduce or cause to be introduced into the POTW the following pollutants, substances, or wastewater:

(a) Pollutants which create a fire or explosive hazard in the POTW, including, but not limited to, waste streams with a closed-cup flash point of less than 140 degrees Fahrenheit (60 degrees Celsius) using the test methods specified in 40 CFR Part 261.21;

(b) Any wastewater having a pH less than 5.5 or more than 11.0, or wastewater having any other corrosive property capable of causing damage or hazard to structure, equipment, and/or personnel of the POTW;

(c) Solid or viscous pollutants in amounts which will cause obstruction of the flow in the POTW resulting in interference;

(d) Solids shall not be discharged that are greater than one-quarter (1/4) inch in any dimension;

(e) Any pollutant, including oxygen-demanding pollutants (BOD, etc.), released in a discharge at a flow rate and/or pollutant concentration which will cause interference with the POTW;

(f) Heat in amounts which will inhibit biological activity in the POTW resulting in interference, but in no case heat in such quantities that the temperature at the POTW treatment plant exceeds 40 degrees Celsius (104 degrees Fahrenheit) unless the Approval Authority, upon request of the POTW, approves alternate temperature limits;

(g) Petroleum oil, nonbiodegradable cutting oil, or products of mineral oil origin, in amounts that will cause interference or pass-through;

(h) Pollutants which result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems;

(i) Any trucked or hauled pollutants, except at discharge points designated by the POTW; see Subsection (4) of this Section;

(j) Any wastewater which causes a hazard to human life or creates a public nuisance;

(k) Any noxious or malodorous liquids, gases or solids which either singly or by interaction with other wastes are sufficient to create a public nuisance or hazard to life or are sufficient to prevent entry into the sewers for maintenance and repair;

(l) Wastewater which imparts color which cannot be removed by the treatment process, such as, but not limited to, dye waste and vegetable tanning solutions, which consequently imparts color to the treatment plant’s effluent, thereby violating the City of Provo’s NPDES permit;

(m) Sludges, screening, or other residue from pretreatment of industrial wastes;

(n) Medical wastes, except as specifically authorized by Provo City’s Industrial Pretreatment Coordinator in an individual wastewater discharge permit;

(o) Bulk, expired, outdated or concentrated prescription or nonprescription drugs;

(p) Hazardous waste pharmaceuticals or Drug Enforcement Administration (DEA) controlled substances to the POTW by a healthcare facility or reverse distributor pursuant to 40 CFR Section 266.505;

(q) Wastewater causing, alone or in conjunction with other sources, the treatment plant’s effluent to fail toxicity test;

(r) Any substance which may cause the POTW’s effluent or any other product of the POTW such as residues, sludges, or scums, to be unsuitable for reclamation and reuse or to interfere with the reclamation process. In no case shall a substance discharged to the POTW cause the POTW to be in noncompliance with sludge use or disposal criteria, guidelines or regulations developed under 40 CFR Part 503, any criteria, guidelines, or regulations affecting sludge use or disposal developed pursuant to the Solid Waste Disposal Act, the Clean Air Act, the Toxic Substances Control Act, or State criteria applicable to the sludge management method being used;

(s) Any substance which will cause the POTW to violate its UPDES permit or 40 CFR Part 503 regulations.

(3) Pollutants, substances, or wastewater prohibited by this Section shall not be processed or stored in such a manner that they could be discharged to the POTW.

(4) Hauled Wastewater.

(a) Hauled domestic waste may be introduced into the POTW only at locations designated by the Provo City Industrial Pretreatment Coordinator, and at times established by the Provo City Industrial Pretreatment Coordinator. Such waste shall not violate Sections 10.04.050 through 10.04.100 , Provo City Code, or any other requirements established by Provo City.

(b) Domestic waste haulers must provide a trucked-in waste certification form for every load. This form shall include, at a minimum, the name and address of the waste hauler company, driver name, names and addresses of sources of waste, volume, characteristics of waste and signature of driver stating they agree to follow rules, allowing the waste to be dumped.

(c) Provo City does not accept pit toilets (outhouses) and/or commercial (i.e., industrial, automotive, car wash, or oil/grease) sump materials.

(d) The discharge of hauled domestic waste is subject to all other requirements of this Chapter.
