(1) The Provo City Industrial Pretreatment Coordinator is authorized to establish local limits pursuant to 40 CFR Part 403.5(c).

(2) Local limits apply at the point where the wastewater is discharged to the POTW. All concentrations for metallic substances are for total metal unless indicated otherwise. The Provo City Industrial Pretreatment Coordinator may impose mass limitations in addition to the concentration-based limitations as stated in Subsection (4) of this Section. The development documents for local limits are kept at Provo City’s water reclamation facility and can be reviewed if requested.

(3) The Provo City Industrial Pretreatment Coordinator may develop best management practices (BMPs), by chapter or in individual wastewater discharge permits, to implement local limits and the requirements of Section 10.04.050, Provo City Code.

(4) No user shall discharge wastewater containing pollutants in excess of the specific local limits as established by Provo City from time to time. The local limits are developed and implemented per the requirements of 40 CFR Part 403. The development documents can be found at the Provo City Water Reclamation Facility.
