It shall be unlawful to construct any new structure for human habitation within the Provo City Watershed Area without first securing approval from the Director in accordance with the provisions of this Chapter. No new structure in the watershed shall be approved without complying with all other requirements set forth in this Chapter. The requirements of this section shall not apply to residences and other buildings existing at the time of enactment of this Chapter.
