Any person who owns, operates, maintains or permits the use of any house, cottage, cabin, human habitation or camping place shall provide and maintain a sewage disposal system satisfactory to the Department of Water Resources, and upon such person’s failure to do so, the Director of the Department of Water Resources shall have and there is hereby conferred upon the Director the authority to close, seal and prevent the use of such house, cabin, human habitation, or camping place.
