Use of chemical toilets and vault privies in the Provo City Watershed Area shall be installed and used only with the prior written approval of the Director of Water Resources. Such approval shall be in addition to approval by other governing agencies. Vault privies, chemical toilets, and sewage holding tanks may be permitted with the written approval of the Director provided the contents removed from tanks is treated in conformance with the Utah State Department of Health, Code of Waste Disposal Regulations and transported from the Provo City Watershed Area by a licensed waste hauler to an authorized sewage treatment facility.
