The owner of a structure shall lawfully cause the collection, transportation and disposal by either a City licensed commercial hauler or private hauler of all solid waste and recyclable materials (including household recyclable materials and yard waste) which have been generated at the structure. The owner of a structure shall not cause or permit putrescible solid waste to remain at the structure for more than seven (7) days or nonputrescible solid waste to remain at the structure for more than thirty (30) days.
