Except as otherwise provided in this Title, a license to act as a commercial hauler shall be obtained in the manner described in Chapter 6.01. No such license shall be issued without the prior written approval of the Director. A a condition of approval said Director may require the applicant to submit such information in addition to that required by Section 6.01.060, Provo City Code. If the application and additional information show the applicant is reasonably able to conform to applicable law, the Director shall approve the application. If the application and additional information show the applicant is not reasonably able to conform to applicable law, the Director shall not approve the application.
