(1) An advisory board within the Department of Energy, to be known as the Department of Energy Board, is hereby created. Said Board shall consist of seven (7) regular members, each of whom shall be appointed by the Mayor with the advice and consent of the Municipal Council.

(2) Members of the Board shall be appointed for a term of four (4) years except that the Mayor may appoint members for a shorter term to provide for staggered terms of office among members of the board.

(3) Members of the Board may be removed by the Mayor without cause.
