The Airport Manager may delay or restrict any flight or other operations at the airport and may refuse takeoff clearance to any aircraft for any reason the Manager believes justifiable to protect life, limb or property. The Airport Manager may also prohibit the use, in all or in part, of the airport, for any purpose, by an individual or group as may be needed to protect public health, safety or welfare.
