It shall be unlawful for any person to subdivide any tract of land or to sell, exchange or offer for sale, or purchase or offer to purchase any parcel of land which is any part of a subdivision or a larger tract of land where the transaction would result in the subdivision of land. No person shall offer for recording any deed conveying a parcel of land or any interest therein which would amount to a subdivision as herein described unless such person shall first make or cause to have made a plat thereof, which plat must be approved by the Planning Commission and the Mayor and recorded in the office of the Utah County Recorder before such sale or exchange or purchase is effected. The approval of a final plat shall be obtained by complying with all of the requirements of this Title and all other applicable laws and regulations. No building permits shall be issued by the City until subdivision is approved by the City and recorded.
