(1) Before approving a preliminary plan, plat or a final plan or plat of a subdivision or project plan, the Planning Commission may require amendments or modifications of the plan if it finds any of the following:

(a) The layout of the development or subdivision does not conform to the design standards of this Title and Title 14, Provo City Code.

(b) The development or subdivision is not provided with adequate ingress or egress.

(c) The development or subdivision contains geologic, soil, water or other hazards which would be detrimental to the subdivision, surrounding area, or to the City.

(d) The development or subdivision will not provide required improvements or quality of improvements or does not comply with other requirements set forth in this Title or Title 14, Provo City Code.

(e) The legal description of the development or subdivision or any lot does not mathematically close.

(2) Such amendments or modifications shall be sufficient in all cases to correct the inadequacies so that the development or subdivision will conform to the requirements of this Title.
