A vicinity plan shall be included on all plats or plans submitted for review. The vicinity plan shall show a simple sketch of the proposed layout of streets, lots, and other features including existing utilities and water courses in relation to the existing and planned streets within one-fourth (1/4) mile of the subdivision. The plan shall be prepared at a scale of not smaller than one (1) inch equals four hundred (400) feet.
