The Mayor shall not approve a final plat and no development shall be approved by the City until the subdivider or developer provides a performance bond in the form set forth in Section 15.04.070 to guarantee improvements will be installed as shown on the final plat or plan. The purpose of the bond is to ensure construction of the required improvements within twelve (12) months from date of final approval without cost to the City. Said improvements shall include:

(1) Grading, graveling, hard-surfacing of streets, and installation of culverts in compliance with City standards.

(2) Installation of storm sewers and other drainage structures required as part of an approved plat.

(3) Installation of water, sewer and gas mains and water, sewer and gas laterals to each lot property line, and fire hydrants, all in accordance with City standards.

(4) Curbs, gutters, and sidewalks on both sides of streets, except along the outer side of a street which borders on a subdivision, except as provided for hillside area subdivisions in Section 15.05.160.

(5) Vegetation replacement and reseeding of all graded areas in accordance with Section 15.05.160 and/or where required by the final plat or development plan.

(6) Underground installation of electrical, telephone and cable television lines, except when the developer can demonstrate that such underground lines are not feasible.

(7) Installation of required street lights.

(8) Installation of required landscaping, including planting of trees, shrubs, bushes and construction of landscaping features, such as benches, lighting and other similar features.
