Notwithstanding any other provision of the Provo City Code it shall be unlawful to grade, fill, or excavate any land in any manner which presents an unreasonable risk of erosion, flooding, landslide, or any other unsafe condition, and it shall be unlawful to erect any structure which will not be reasonably safe for use as a human habitation because of:

(1) a high water table (water close to the surface);

(2) surface water;

(3) expansive soils;

(4) collapsible soils;

(5) proximity to a potential landslide area;

(6) proximity to a secondary fault;

(7) proximity to an alluvial fan;

(8) proximity to an active landslide;

(9) proximity to a primary Wasatch Fault zone;

(10) steep slopes; or

(11) any other unsafe condition.
