(1) Application may be made by the Developer to the Provo City Planning Commission for a variance or variances from any numerical standard set forth in this Title. Non-numerical standards of this Title may be waived or altered only by text amendment or if discretion by City staff or the Planning Commission is built into the standard.

(2) Variance application fees shall be as shown on the Consolidated Fee Schedule adopted by the Municipal Council.

(3) Variance requests shall be reviewed for compliance with the variance criteria set forth in Chapter 14.05, Provo City Code. No variance shall be granted solely to afford relief from the provisions of this Title where such relief is requested due to negligence on the part of the developer in completing the provisions of the final plat or supplementary documents.

(4) Decisions of the Planning Commission may be appealed to the Board of Adjustment.
