If any street or sidewalk is encroached upon by a fence, building, bay or oriel window, or otherwise, the City building inspector shall, in writing, require the same to be removed. This Section shall not be construed to prevent the operation of sidewalk cafes, balconies or other projections in zones where they are permitted, provided they are established in conformance with the provisions of Section 14.34.490, Provo City Code, or their respective zones.
