(1) Nothing in any Section of the Provo City Code, other City ordinance or resolution granting a right-of-way, or franchise for a railroad shall be construed to prohibit the Municipal Council from granting permission to any other railroad company to cross any railroad track already laid, and when any railroad shall intersect any other railroad, the rails of each shall be so cut or altered as to permit the cars to pass without obstruction.

(2) It shall be unlawful for any person to wilfully obstruct any railroad in the manner herein provided.

(3) The tracks of all railroads shall be laid in the center of the streets, unless otherwise directed by the City Engineer.
