Based on the review criteria set forth in Section 15.18.050, Provo City Code, the Municipal Council or its designee shall make a determination regarding the appeal and, when it determines to be necessary, shall make a recommendation to the officer, employee, Board, Commission or Council that made the decision that gave rise to the appeal.
