(1) Lighting of building facades is discouraged, except for approved security lighting. Government buildings, church buildings, historic buildings and significant or contributing buildings within historic districts shall be exempt from this requirement.

(2) Lighted facades shall not exceed an illumination of five (5) foot-candles on a vertical surface.

(3) Light fixtures shall be shielded and directed downward.
