The purpose of this Title is to increase the protection of the health, safety, and general welfare of the City and its residents by improving the City’s storm drainage system, managing and controlling storm water runoff, protecting property, preventing contamination of receiving waters, and to establish an effective and fair method of financing the construction, operation, management, and maintenance of the City’s storm drainage system.
