(1) Unlawful Obstructions and Interferences. It is unlawful for any person to:

(a) Obstruct the flow of water in any component of the storm drainage system.

(b) Contribute to or allow an obstruction of the flow of water in the storm drainage system.

(c) Cover or obstruct any storm water inlet grate.

(d) Cause or allow shrubs, trees, or other vegetation to grow in a manner that interferes with the flow of the water in the storm drainage system.

(e) Plant or maintain trees, shrubs or other vegetation in a drainage-way that has the potential to cause or contribute to an obstruction or interference to flow of water in a drainage-way.

(f) Divert flows from a drainage-way or storm drainage system.

(2) Exceptions. The following obstructions are exempt from the prohibitions of this Section:

(a) Street and/or storm drainage system improvement projects authorized by the City.

(b) Flood control and prevention activities performed by the City.

(c) Obstructions performed as part of a Storm Water Pollution Prevention Plan approved by the City.
