The Mayor, with the advice and consent of the Municipal Council, shall appoint a qualified person to the office of City Recorder, who shall have such powers and perform such duties as are now or may hereafter be provided by law, the Provo City Code or other ordinance. The City Recorder may appoint an ad hoc deputy or deputies as is required from among the existing employees of the City as are necessary to assist in the recorder’s public duties. Such ad hoc appointment shall not affect the existing job status or salary of the deputy. An ad hoc deputy recorder appointed under this Section may perform any of the duties described in Section 2.11.020, Provo City Code, during the term of such appointment, subject to the direction and delegation of the City Recorder.
