(1) The Provo City Airport Board by majority vote shall elect from its members a chair who shall preside over the meetings of the board and a vice-chair who shall sit for the chair when the chair is not present.

(2) The election of the officers of the board shall be held at the first regular meeting at which a quorum is present following July 1 of each year.

(3) The board shall adopt rules for the conduct of its meetings. No action shall be taken by the board except by the affirmative vote of at least four (4) members. Four (4) members of the board shall constitute a quorum.
