Appeal from a decision of the City board of equalization herein established may be taken by written application to the Municipal Council. The Municipal Council will sit as the appeal body for the purpose of hearing appeals from the board of equalization and review. Any appeal filed must be filed with the office of the Municipal Council within sixty (60) days after receipt by the appellant of written notice of the decision of the City board of equalization and review.
