There is hereby created a Metropolitan Water District, comprising the whole of Provo City, to be governed by a board of trustees, having all the powers and duties provided by law and specifically as provided by Utah Code Sections 17B-1-101 et seq. and 17B-2a-601 et seq., as amended. The number of members is governed by Utah Code 17B-1-302, as amended.
