(1) As required by Utah Code Section 17B-2a-604(2), the Municipal Council shall appoint the City employee designated by the Mayor as being the officer with responsibility over the municipality’s water supply and distribution system to serve, ex officio, as a member of the board of trustees.

(2) All other members of the board of trustees shall be appointed in accordance with the requirements of Utah Code Section 17B-1-304, including the publication of a notice of vacancy, the solicitation of applications, and the selection of members from among the qualified applicants.
