It is hereby found and determined by the Municipal Council of Provo City that for the purpose of accepting gifts to Provo City and for other related purposes, it is appropriate to the general welfare, order and security of the City and in the best interests of its citizens that the City create a nonprofit corporation under the provisions of the Utah Nonprofit Corporation and Co-operative Association Act, Title 16, Chapter 6, Utah Code (subsequently replaced by Title 16, Chapter 6a, Utah Code, Utah Revised Nonprofit Corporations Act).
