(1) The Municipal Council may adopt rules regulating the business of the Council and the conduct of its members.

(2) Rules of the Municipal Council may be adopted or repealed by a majority of the Municipal Council. Rules may be temporarily suspended in a meeting by a vote of two-thirds (2/3) of those Municipal Council members present.

(3) The violation of any procedural rule adopted by the Municipal Council shall not be a basis for invalidating any section of the Provo City Code or other ordinance or resolution.
