Special or emergency meetings of the Municipal Council may be called only by approval of a majority of the Council members to consider matters of an emergency or urgent nature when such a meeting is made necessary by unforeseen circumstances. A special or emergency meeting may not be convened without four (4) or more members of the Council in attendance. Such a meeting shall be held at a time so as to give the Mayor and all Council members the greatest opportunity to be present, considering the circumstances requiring the meeting. All means practical under the circumstances shall be used to notify the Mayor and Council members of the special or emergency meeting. Municipal Council staff shall give the best notice practicable of the time and place of the emergency meeting and the topics to be considered at the emergency meeting.
