(1) The Municipal Council, by resolution in a public meeting, may appoint an Executive Director, who shall be appointed on the basis of ability and prior experience, together with such other qualifications as may be prescribed. Other Municipal Council staff positions, if any, shall be hired according to rules adopted by the Municipal Council as prescribed by this Chapter.

(2) The Municipal Council, may by rule adopted by the Municipal Council as prescribed by this Chapter, establish job descriptions, duties, and establish job classifications or reclassifications for its staff.

(3) The Municipal Council, any Council member, or Council committee may make proper request for information concerning any matter relating to municipal government.
