(1) The Mayor may adopt administrative rules controlling the business and personnel of Provo City corporation, which rules shall not be inconsistent with law, the Provo City Code or other ordinances.

(2) An administrative rule shall take effect when it is signed by the Mayor and a copy thereof is deposited with the City Recorder.

(3) The administrative rules adopted by the Mayor shall be known as the Administrative Rules of Provo City.
