(1) By March 1 of each year, the Mayor or the Mayor’s designee shall prepare and submit to the Municipal Council a written report detailing a capital improvement plan which shall include a summary of each capital improvement project consisting of at least the following information:

(a) a statement of the purpose;

(b) a description, including:

(i) sufficient narrative to facilitate prioritization of the project; and

(ii) a vicinity map and/or description of the proposed location of the project;

(c) a statement of need and justification for the project, which should include, as applicable:

(i) how the project furthers adopted plans or programs of the City;

(ii) service areas;

(iii) specific deficiencies of existing facilities;

(iv) comparison of operating and maintenance costs of existing and new facilities;

(v) current and predicted utilization;

(vi) anticipated revenues and savings; and

(vii) project benefits.

(d) current status of the project;

(e) the timing requirements of the project, including the effect of deferring the project to later years;

(f) the anticipated schedule and estimated budget for planning and design, land acquisition, construction and any other associated capital improvement needs associated with the project;

(g) proposed source of funding and a description of other funding resources and financing techniques which may be available;

(h) the impact on the annual operating budgets of the City;

(i) the numerical priority of the project as compared to other capital improvement projects:

(j) other information regarding the history of the project or anticipated impacts of the project; and

(k) a contact person who can address questions regarding the project.
