(1) The Municipal Council shall, by resolution, adopt a consolidated fee schedule establishing fees and charges to be imposed by the City to defray the cost of City programs and services. The Consolidated Fee Schedule may be amended from time to time as the Municipal Council may determine.

(a) No charge may be imposed by the City except as shown on the Consolidated Fee Schedule or as otherwise authorized by law.

(b) Charges may be imposed for consumable products sold by the City and may include such items as concessions, uniforms, and items sold at swim and other facilities.

(i) Charges for consumable products shall be sufficient to recover the cost thereof, including any amount needed to recover the operational costs associated with providing the items.

(ii) Charges for consumable products need not appear in the Consolidated Fee Schedule, unless the price charged by the City exceeds twenty-five dollars ($25) per item.

(2) If a tentative budget proposed by the Mayor relies on an increase in any fee shown in the Consolidated Fee Schedule, the amount of the fee increase and the revenues projected to result therefrom shall be shown in the proposed tentative budget.

(3) Any change to the Consolidated Fee Schedule approved by the Municipal Council as part of an adopted budget shall be shown in the adopted annual City budget publication.
