The City of Provo, because of shifts in availability and affordability of commercial insurance, finds it necessary from time to time to be entirely or partially self-insured, for some kinds of risk or insurance protection. The City also finds it necessary and desirable to establish specific retention (deductible) levels on some lines of coverage.
