It shall be unlawful to install, construct, or maintain any wires, cables, poles, pipes or other equipment for the provision of public utility service in, on, under, or over any street, alley, sidewalk, parkway or other public place in the municipal limits of Provo City without first having obtained a franchise for use of the public way from Provo City.
