Whenever in this Title a particular license is not required (for example, business licenses are not required of some persons under Sections 6.01.130 and 6.02.020, Provo City Code), such provisions shall not eliminate the obligation to conform to all other applicable licensing and regulatory requirements including those related to zoning, building, health and fire safety.
