No license may be issued to a pawnbroker or a secondhand dealer until the applicant has executed and delivered to the City a bond in the principal amount of one thousand dollars ($1,000.00) executed by a corporate surety authorized to do business in the State of Utah and conditioned upon the faithful performance by the applicant of all the requirements of this Chapter.
