Any person applying for a license under the provisions of this Chapter shall make application to the City license department for the same and shall deposit with the City license collector with this application a duplicate copy of the license issued to such person by the industrial commission of the state, and no license shall issue until such state license shall have been granted and a copy of the same filed with the license assessor and collector.
