For the purposes of this Chapter, the following words or phrases shall have the following meaning(s):

“Alarm Company” means a person who for consideration provides services to others in giving notification to the Provo City Police Department of possible criminal activities, which notification is based on the use of electronic, mechanical or television alarm systems.

“Alarm User” means a person receiving services from an Alarm Company.

“False Alarm” means an alarm received from or through an Alarm Company which is responded to by a Provo City police officer, in relation to which there is not substantial evidence of criminal activity. A false alarm includes alarms given because of burglar alarm system failures and alarms given because of human error. A false alarm does not include alarms given because of electricity power failures or construction or repair activities of companies regulated as public utilities in Provo City.
