For the purposes of this Chapter, the following words or phrases shall have the following meanings:

Alarm business” means any person engaged in the business of installing, planning, or assisting in planning the installation, servicing, maintaining, monitoring, repairing, replacing, moving, or removing of alarm systems in the City.

Alarm coordinator” means the individual designated by the Fire Chief to issue permits and enforce the provisions of this Chapter.

Alarm permit” or “permit” means a permit issued by the City that authorizes a person to operate an alarm system in the City.

Alarm system” means a mechanical or electrical device designed, installed or used for the purpose of giving notice of a fire. The following devices do not constitute alarm systems within the meaning of this Section:

(a) Devices which do not register alarms that are audible, visible, or perceptible outside the protected premises;

(b) Devices which are not installed, operated or used for the purpose of reporting an emergency to the Police or Fire Department;

(c) Alarm devices affixed to motor vehicles; and

(d) Alarm devices installed on a temporary basis by the Police Department or Fire Department.

Central station” means an office to which alarm systems are connected, where operators supervise the circuits, and where guards and/or service personnel are maintained to investigate signals.

False alarm” means notice to Provo City of a fire where a fire does not exist. The definition includes:

(a) Notice given to the Provo City Fire Department by a person directly, by telephone or through the use of an alarm system; or

(b) Notice given to the Provo City Fire Department by an alarm system without human intervention.

Fire” means burning or combustion as commonly understood. As used herein, “fire” refers to the existence of danger and the need for an emergency response by the Provo City Fire Department because of the burning or combustion of flammable material. Included in the definition is the existence of circumstances creating the reasonable belief that a “fire” as defined herein exists or will shortly exist.
