The term “private park” as used in this Chapter, shall mean any privately owned park, playground, or recreation area to which the general public has access or may gain admission, with or without payment of fees. The term “private park” does not include land owned by private educational institutions, land owned by state or federal governments or any of their agencies, departments, or subdivisions, or land used as a park, playground, or recreation area which is not open or accessible to the general public.
