(1) This Section is applicable to any MCS provider required as part of its franchise agreement to expand its multi-channel system within the City.

(2) A franchised MCS provider’s construction schedule for expansion of the multi-channel system shall be detailed in the franchise agreement in a form and format determined by the Council/franchising authority.

(3) A franchised MCS provider who does not abide by the system construction schedule set forth in the franchise agreement shall be subject to the penalties set forth in this chapter, as well, as being subjected to any liquidated damages, if permitted and set forth in the franchise agreement.
