“Business License Office” means the Provo City office authorized to issue business licenses.

“Distributor” means the person responsible for the installation, placement, location, use or maintenance of a newsrack in a public right-of-way.

“Newsrack” means any outdoor self-service or coin-operated container, rack, or structure used or maintained to distribute newspapers, news periodicals, or other printed material which contains one (1) or more vending spaces for each publication.

“Newsrack Permit” means authorization to use a single vending space within a newsrack.

“Special Distribution Area” means the geographic area located within Provo City bounded by the south side of 400 North from 300 West to 100 East, the west side of 100 East to 200 North, the south side of 200 North to 300 East, the west side of 300 East to 100 South, the north side of 100 South to 600 West, the east side of 600 West to 200 North, the south side of 200 North to 300 West, and the east side of 300 West to the point of beginning.
