(1) the applicant does not meet the qualifications for a license as provided in this Title;

(2) for a new application, nonpayment and return of a check for the required license fee;

(3) for a renewal application, nonpayment of the required license fee plus any penalty assessed for late payment;

(4) a reviewing City department recommends disapproval of the application pursuant to an applicable provision of the Provo City Code;

(5) an application contains false or incomplete information; or

(6) the mobile home park does not comply with applicable Health Department regulations governing the premises, or any applicable City, State, or federal law.
