After the effective date of this Section, parking for a mobile home park shall conform to the following access and parking requirements:

(1) Each mobile home park shall have on-site parking spaces which equal the greater of:

(a) the number of parking spaces required by applicable zoning requirements when the mobile home park was established, or

(b) the number of legal parking spaces existing on January 1, 2009, or

(c) the number of parking spaces required to provide a parking space for every motor vehicle used by an occupant of the mobile home park. The total number of vehicles owned or operated from such premises shall not exceed the number of legal off-street parking spaces required to provide a parking space for every motor vehicle used by occupants of the mobile home park.

(2) Parking and driveway areas for a mobile home park shall be hard-surfaced and maintained in good condition (free from pot holes, breaks in pavement, and standing water areas).

(3) The size and construction quality of parking spaces shall not less than that required by applicable zoning requirements when such spaces were created.

(4) Parking areas containing five (5) or more spaces shall be striped to clearly demarcate required parking spaces. Striping shall be at least three (3) inches wide and shall consist of white or yellow paint designed for this purpose.

(5) Parking within a mobile home park shall be located as required by:

(a) Chapter 14.15, Provo City Code, or

(b) applicable zoning requirements in effect when the parking was established.

(c) A public sidewalk shall not be used for any portion of a parking space.

(6) Required off-street parking shall be located on the same property as the mobile home park.

(7) The design of streets and parking spaces within a mobile home park shall allow reasonable access by fire suppression equipment to mobile and manufactured homes located therein.

(8) No parking space required by this Section shall be constructed, maintained, or allowed within one hundred (100) feet of the closest bank of the Provo River at any location where the property adjacent to the river, or any portion thereof, is located within a floodplain as shown on the official flood insurance rate map established by the Federal Emergency Management Agency.
