(1) A kennel shall be defined as premises where more than two (2) dogs or two (2) cats are raised, kept, housed, boarded or engaged in the commercial business of breeding.

(2) This Chapter shall not apply to the birth of puppies or kittens in a situation which is not an intentional commercial breeding business so long as the number of dogs is reduced down to two (2) or less and the number of cats is reduced down to two (2) or less within four (4) months from the birth of the puppies or kittens.
