(1) Except as otherwise provided in this Chapter, and notwithstanding any other provision of the Provo City Code, no more than two (2) dogs and no more than two (2) cats six (6) months of age or older shall be kept at any residence or commercial establishment at any time. This provision shall not apply to licensed kennels, catteries, grooming parlors, or pet shops.

(2) In the case of a person caring for licensed dogs or cats belonging to an owner who has received bonafide deployment orders for active military service, upon applicaion, the City may grant a temporary permit to allow, for a period of time not to exceed the duration of the deployment order, up to: two (2) additional dogs; two (2) additional cats; or one (1) additional dog and one (1) additional cat. A copy of the deployment orders will be required to issue the temporary permit and will be kept on file with the permit in the City licensing division.
