The position of Civil Violations Hearing Examiner is hereby created within the Customer Service Department. A Hearing Examiner shall perform all duties and exercise all powers described in this Chapter. The amount of a Hearing Examiner’s compensation shall not be based directly or indirectly upon the outcome of cases heard by the Hearing Examiner. The duties of the Hearing Examiner may be performed through subordinates, except that a hearing shall be conducted only by a Hearing Officer if a person charged with an infraction so requests in writing.
