“Public school” means a building owned, leased or rented by any government or public agency and used for purposes of public education, but excluding a building used for purposes of higher education.

“School grounds” means the real property upon which a public school is located and all of the real property contiguous thereto which is owned, leased or rented by the government or public agency which operates the subject public school.
